- Changed Jack Frost's delay to a cool down and made the delay lower

- Decreased Axe Boomerang delay, increased cool down
- Increased Power Swing cool down
- Decreased Axe Tornado delay
- Decreased Axe Boomerang damage
- Decreased Power Swing damage
- Decreased Axe Tornado damage
- Decreased heal from Repair
- Decreased Repair delay
- Decreased Boost Knuckle damage
- Increased Pile Blunker damage

- Removed requirement for Pile Blunker needed Pile Blunker equipped
---It uses the last weapon ID for maces that I know of, which is used by Punisher at the moment
